Brian for Palo Alto Council

ISSUES

High Speed Rail
I believe that High Speed Rail (HSR), if done correctly, has the potential to create new transportation and housing connectivity and will be beneficial to the community. While acknowledging that the current direction for HSR is to use the Caltrain right-of-way between San Jose and San Francisco, Palo Alto should be open to and should support alternative alignments.

I support Caltrain electrification and improved commuter rail services between San Francisco and San Jose. Palo Alto should be supportive of exploring creative urban design and solutions that consider community and regional values in collaborative solutions for HSR.
Fiscal Leadership
Palo Alto’s long term economic sustainability is dependent on prudent management of diverse revenue sources and efficient budget management of City programs and services.

I support achieving the following:

  • A sustainable City budget requiring a combination of expenditure reduction and new revenue sources
  • A balanced overall tax responsibility between residents and businesses in order to adequately fund basic City services
  • Cost effective City administration
Environmental Protection and Sustainability
My 30-plus years in California natural resource management and protection have been successful as a result of my entrepreneurial management style.

Environmental protection means caring for the resources under your stewardship. With Palo Alto, that can mean the management of its parks and open spaces, but also the stewardship of it financial and social resources.

I have worked with City Manger, Jim Keene, and support his introduction of resource management by utilizing Triple Bottom Line (TBL) management practices.
